To provide information for the development, integration, and deployment of a smart tower (remote ATC tower) at Changi International Airport

Singapore’s civil aviation authority (CAAS) is considering implementing a remote Air Traffic Control (ATC) tower (“Smart Tower”) capability to meet Changi Airport’s future needs. It may be used for full-time operational use for the whole airport’s (including runways, taxiways and apron) operations, or for contingency use as a back-up to the existing Changi ATC tower, or any new ATC towers yet to be built.

To evaluate the suitability of deploying Smart ATC capability under “High Intensity Operations/High Density Operations”, the CAAS seeks information for an STCD to develop the proof-of-concept and to evaluate the systems and operational procedures necessary to operate a fully-operational Smart ATC Tower.

Industry respondents should state if the information contained in their RFI submissions, particularly for the development of the STCD, deviates from the requirements specified in the European Aviation Safety Agency document “Guidance Material on the implementation of the remote tower concept for single mode of operation”.
