Deadline for application:

Mon, 1 Aug. 2016

Consultancy to understand the root causes of and to reduce indiscriminate parking behaviour in Singapore.

The consultancy will not be a traditional survey-based or focus group market research exercise. It will be to carry out a study structured in two stages to:

1) understand the attitudes and motivate responsible and discriminate parking behaviours;

2) identify opportunities to encourage responsible parking as well as discourage indiscriminate parking behaviour; and,

3) shape motorists’ behaviours and strengthen the community bond for them to resolve issues at the community level where possible.

Stage 1 will cover research, synthesis and “ideation” focused on three key segments: (1) landed housing estates, (2) amenities and (3) eateries. It will propose a roadmap for change and recommend at least two segments for deep dive analysis and prototype solutions. Targeted users will include feedback providers, errant motorists, taxi drivers, law-abiding motorists, enforcement officers, commercial stakeholders.

In Stage 2 at least one segment above will be chosen for a deep dive analysis to develop feasible and sustainable solutions which will be tested in prototype real-life settings.
