We are pleased to offer you a roundtable event on Friday 13 May to hear the latest updates on the Philippine infrastructure projects under their PPP programme, with the newly appointed Philippine Undersecretary and PPP Center Executive Director – André Palacios.
Joining the Undersecretary will be PPP Center Director – Mia Mary Sebastian and we are delighted that the newly appointed Philippine Ambassador to the UK – Evan Garcia will be joining this event along with his amazing team from the Embassy.
The event will also be a chance for a UK-Philippine discussion around best practice for PPP project structuring and implementation, including factors influencing investor decisions in PPP projects.

Bios
- André C. Palacios is the newly appointed Executive Director of the Philippines PPP Center. He is an international lawyer and a corporate lawyer. Before joining the PPP Center, he worked at the World Bank in Washington and with the Philippine Mission to the World Trade Organization in Geneva. He served as Assistant Secretary in the Office of the President and as General Counsel of a government corporation overseeing international development projects under the Millennium Challenge Compact. He practiced corporate law with SyCip Salazar Hernandez & Gatmaitan and litigation with the law firm formerly called Carpio Villaraza & Cruz. He holds law degrees from the University of the Philippines and University College London.
- Mia Sebastian is a Director at the PPP Center of the Philippines. She heads the Project Development Service, managing the development of PPP projects from conceptualisation and structuring to the approval and tendering processes. Prior to her current role, she worked in financial services, consulting and legal services in London and Manila. Mia holds an MBA degree from London Business School and degrees in Law and Business Economics from the University of the Philippines. She is a member of the Philippine Bar.
